SUMMARY OF EXPERIENCE 

Bob has 38 years experience with drilling units, 18 years of which was as Marine Superintendent for Santa Fe Drilling Company in various locations worldwide.  This experience included semis, jack-ups, tenders, and swamp barges. 

During this time he was responsible for the preparation of the procedures for and the supervision of over two hundred moves of offshore units, including moves to deepwater locations and moves on to complex template arrangements. This included the bidding of “lump-sum” moves and the spot charter of anchor handling vessels and survey companies while liaising with the clients marine and survey departments. 

Bob participated in the managing the units’ day-to-day operations and was also responsible for the maintenance of the units and preparation of budgets. 

While working in the North Sea area, Bob served as Chairman of the IADC Marine Working Party and was a member of the IADC Technical Committee. He was involved in liaison committees with the UK government on new legislation. Bob was also heavily involved in the creation and implementation of Santa Fe’s Safety Management System and in the creation of the Safety Cases for all of the Company’s North Sea units. Bob is a firm believer in a workable Safety Management System that complies with ISM and is accepted by and adhered to by the workforce. 

Bob has also done Safety Case creation work for clients, including Shell, Congo. 

When ISM was first promulgated, Bob was responsible for explaining the Code and its ramifications to the worldwide management of Santa Fe. Bob was also responsible, in part, for the company’s response to the Montreal Treaty. 

Bob is a trained auditor of Quality Systems to ISO 9000 and ISM and did so within Santa Fe’s system and continues to do so when looking at systems for clients. 

During his career with Santa Fe, he acquired extensive experience of shipyard projects, including the use of MS Project Manager, new building, conversion, and refurbishment. His work involved continual liaison with Classification Societies, and he is very familiar with all major Class and legislative requirements, including ISM. 

After leaving Santa Fe, Bob worked as the General Manager for C-MAR when they established their office in Houston. His duties were primarily to maintain a functioning office and to solicit new business with the drilling industry in Houston. Unfortunately, C-MAR’s core business is providing crew members for dynamically positioned vessels and providing technical assistance to the operators of such vessels. Bob has a general knowledge of DP but does not have a technical knowledge of DP and left C-MAR to work with Veritas Associates. 

Over the past nine years, Bob has worked as an independent consultant with Veritas Associates carrying out various surveys and inspections of dozens of land and offshore drilling equipment. This includes commissioning and pre-hire acceptance testing of units, auditing of the owner’s Management System to ISO 9000, and auditing of their Safety Management Systems to ISM, and condition surveys. This also includes the production of technical reports and manuals and tendering for new work. 

The commissioning and acceptance testing work has included the commissioning of two refurbished helicopter rigs in Peru. The inspection work has included four rigs in Venezuela and one rig in Ecuador. 

Recently, he did an on and offshore management audit of an owner, at the request of his client, in order identify problems with his management system. For another client, a Safety Management audit was done of five units in order to identify a perceived problem. 

The reporting provided to the client is tailored to his requirements and can be very broad or a very specific technical report with not only observations but also specific recommendations in order to meet operational, legislative or contractual requirements. In several instances, the reports have been very specific and technical in order to provide advice on the purchase of the unit. 

Bob also does “expert witness” work for attorneys in Louisiana and Texas with regard to property and personal loss, on and offshore.

PROFESSIONAL EXPERIENCE 

1998 — present:       Independent consultant for VERITAS ASSOCIATES 

1997 to 1998            C-MAR AMERICA - General Manager 

1996 to 1997             C-MAR SERVICES (UK) LTD.

                                    Joined C-MAR and engaged in Aberdeen based consultancy work. Provided advice to clients on marine aspects of tender documents, wrote procedures and provided technical documentation, including Safety Management Systems. 

1971 to 1996             SANTA FE INTERNATIONAL 

1995 to 1996 Marine Superintendent assigned to Baku, Azerbaijan for the upgrade of various drilling rigs owned by the Azeri state oil company (SOCAR). This work involved assessing various Azeri owned drilling units from the marine aspect, to report on their condition, recommend remedial actions to be taken, provide cost estimates for refurbishment, and oversee the refurbishment. In addition it was within his remit to prepare the organization for the safe operation of the units from the marine aspect. 

1989 to 1995 Marine Superintendent, Aberdeen based with responsibility for all marine aspects of the operation of Santa Fe’s North Sea units. Also responsible for legislative compliance and the installation of SMS and safety case systems on all units. During this period was Chairman of the l.A.D.C. Marine Working Party and was a member of the I.A.D.C. Technical Committee. 

1986 to 1989 QIM I Senior barge engineer on both jack-up and semi submersible units in Egypt and the North Sea. 

1983 to 1986 Marine Superintendent Aberdeen based and responsible for the marine aspects of Santa Fe’s drilling operations in the North Sea. 

1982 to 1983 Marine Superintendent assigned to Santa Fe’s head office in Los Angles, on the plans for the semi-submersible rigs Santa Fe 135 & 140. Later in 1982 and 1983 was involved in building the rigs in Korea. 

1980 to 1982 Marine Superintendent assigned to a U.S. shipyard for the conversion of the semisubmersible lay barge Chocktaw I to a drilling rig. 

1975 to 1980 Marine Superintendent. Worked with various jack-up, semi-submersible and tender drilling units in Egypt and Nigeria.
